The Youth Violence Commission was initiated by a group of MPs, yet it evolved beyond a parliamentary initiative. Since 2016, it has engaged with young people, academics, and practitioners to understand the roots of serious youth violence. Over five years, the Commission examined causes in England, Scotland, and Wales, working with Warwick and Open University academics.

Leroy was part of the Academic and Advisory Core Team, contributed to the interim report in July 2018.

The final report, published in July 2020, also addressed the impact of COVID-19 on youth violence.
